The Board of Directors representing Mid-West Electric Consumers Association (MECA), through Holmes Executive Search, is seeking candidates for the position of Executive Director. The Board is looking to continue and grow its positive reputation and relationships within the nine state Missouri River Basin and with its over 300 consumer-owned utilities.
MECA seeks candidates with a strong business acumen, demonstrated leadership skills, a strategic mindset, excellent communication and interpersonal/people skills. The successful candidate will be a person of high integrity with the ability to establish effective relationships that will promote the distribution of information, exchange of ideas and experiences among the member-systems.
The Executive Director provides leadership and strategic direction to successfully create, develop and implement the Association’s Policies and Board Resolutions, as set forth in the “Essential Functions” below.
Reports to: Board of Directors representing the Mid-West membership, the Board is presently composed of 34 members. The Association’s members include over 300 consumer-owned utilities in the nine states of the Missouri River Basin.
Supervises: All employees and consultants hired to assist in meeting the Association’s goals and objectives. Supervises one full-time staff plus outside consultants and outside counsel.
Internal Communications: The Board of Directors, Mid-West membership, employees and consultants, and standing Committees of the Association.
External Communications: The Federal Power Generating Agencies (including the Army Corps of Engineers and the Bureau of Reclamation), the Western Area Power Administration (WAPA), Western States Power Corporation, Congressional Delegation in nine states of the Mid-West region (CO, IA, KS, MN, MT, NE, ND, SD and WY), members of Congress, Congressional Committee staff, national associations (NRECA, APPA), National Preference Customer Committee, membership on Missouri River Recovery Implementation Committee, ad hoc committees created to study specific matters within the footprint of the Midwest membership, and other entities or groups as necessary and appropriate.
The Executive Director will:
Advocate for the preservation and enhancement of the Federal Hydroelectric Preference Principles and the Pick-Sloan Missouri River Basin Program.
Represent Mid-West before Congress and Federal agencies.
Prepare written reports to Board and members.
Be knowledgeable on the topic of the WAPA budgeting process, including Power Repayment mechanisms used by Western Area Power Administration and work to educate the membership on same.
Understand the Federal budgeting process, including, but not limited to, the budget and appropriations committees.
Work with all relevant authorizing committees.
Work with consumer-owned utilities, including municipal utilities, rural electric cooperatives and consumer power districts.
Interact with Generation and Transmission Cooperative (G&Ts) and municipal joint action agency leadership in the membership to foster strong reciprocal support.
Be the lead customer advocate within regional and national forums for the Mid-West membership on issues related to the Western Area Power Administration and the Federal Power Program.
Lead the collaboration of membership representatives in creating and implementing strategic legislative messaging and approach on issues of significance to membership.
Provide oversight required to assure proper business practices are followed on all matters related to the Association’s affairs. Oversee the preparation of the annual budget and periodic financial reports.
Organize, plan, lead and facilitate meetings of the Membership, Board of Directors and Standing Committees. Communicate successfully with the Board and Committees.
Provide comments on pertinent Federal Register Notices and other formal communications.

A Bachelor’s degree or higher-level degree is strongly preferred.
Five years progressively responsible experience in federal power issues.
An in-depth knowledge of the Western Area Power Administration from the perspective of consumer-owned utilities.
An in-depth level of understanding and unwavering support of the Federal Power Program.
A demonstrated strong communication skill set, both in writing and in public speaking.
The ability to travel frequently with overnight stays (and some weekends), a necessary consideration (approximately 40% of the time).
A proven ability to think and act strategically on matters related to legislation and its development.
An advanced degree in a field relevant to the position.
A level of understanding of the Federal Power Program that would be considered “expert” by peers.
A strong understanding of the Western Area Power Administration programs and policies.
