Responsible for developing and maintaining a compliance program that meets the requirements of the assigned North American Electric Reliability Corporation (NERC) and Reliability First (RF) Electric Reliability Standards and processes.
· Responsible for verifying that the Lansing Board of Water and Light (BWL) meets all NERC Compliance requirements.
· Able to articulate the compliance requirements of NERC’s functional model and standards to the BWL staff and management.
· Keep BWL management and staff informed of changes that are occurring in compliance regulations.
· Participate in the development of new or revised standards.
· Develop and oversee the implementation of assigned compliance self-reports and mitigation plans.
· Submit all required compliance self-certifications, data submittals, spot checks, and surveys as required by enforcement authorities.
· Develop or assist in the development of training programs and the writing of procedures to maintain compliance.
· Ensure that all compliance documentation is current and meets all assigned standard requirements.
· Work with tracking program to ensure that all requirements are current.
· Develop a reporting method and routine that keeps management informed on BWL compliance issues.
· Perform annual evaluations of the BWL Internal Compliance Program, develop annual work plan, and maintain training programs as required by the Internal Compliance Program.
· Foster a culture of compliance with areas involved with the Compliance Program, and with the organization as a whole.
· Prepare and participate in compliance audits.
· Prepare and participate in compliance violation assessments.
· Provide evidence, testimony, documentation in support of settlement discussions and Hearing Proceedings.
· Maintains a professional level of requisite knowledge in areas of responsibility. Keeps abreast of new developments and technology.
· Required to follow BWL Safety Manual and wears personal protective equipment as required.
· Attends training for safety awareness or skills improvement as required by BWL or governmental agency such as MIOSHA.
· Other duties as assigned by supervisor.
Required: Bachelor’s degree in Engineering; constructive balance of empathy and decisiveness, two years of electric utility experience; detail orientation; good leadership and problem-solving skills; ability to work within uncertain or tight timelines; proficiency in writing; good public speaking skills; advanced Microsoft Word and Excel skills, as well as database development skills. The successful candidate must undergo and pass the Personnel Risk Assessment background check requirements under the NERC CIP Program.
Preferred: Two years of experience in a NERC compliance-related position; good negotiating skills.
Salary and grade commensurate with education and experience.
Ability to communicate in writing and orally with management, outside agencies, and other employees. Ability to enter and retrieve data from computerized, typed and written sources. Ability to focus for extended periods at a computer or in meetings.
About Lansing Board of Water and Light
The Lansing Board of Water & Light is a municipally-owned public utility that provides safe, reliable and affordable utility products and services to more than 97,000 electric and 56,000 water customers throughout the greater Lansing area. Our roots go back to 1885, when Lansing citizens approved building a water system. Electricity was added to our list of utility services in 1892, and steam heat in 1919. Chilled water was added in 2001. The BWL is governed by a Board of Commissioners made up of eight local citizens who are appointed by the Lansing mayor and approved by city council. The board expanded in 2014 to include three non-voting members representing areas of our service territory outside the City of Lansing. The BWL owns 2,000 miles of overhead and underground power lines and more than 800 miles of water mains, providing 2.7 million megawatt hours and 7 billion gallons of water to customers annually.
