The contract administrator develops, prepares, administers and coordinates essential functions related to all aspects of Platte River’s contract and procurement documents including the management of the contracting process. The incumbent ensures that contract provisions are implemented efficiently and effectively in accordance with established policy; ensures vendor compliance to all aspects of contract terms and monitors Platte River’s performance relative to contractual obligations.
The position supports all contracting efforts and processes across the organization including, but not limited to procurement contracts (including formal bids), multiple types of license and lease agreements, transmission and power distribution agreements as well as other types of contracts (programs/service areas/teams/etc.).
The position also coordinates with multiple levels of leadership, project managers, teams throughout the organization and external stakeholders. The individual in this position works independently and as part of collaborative and cross-functional team across multiple departments.
Essential duties and responsibilities
The individual in this position must possess the required knowledge, skills, abilities and experience and be able to perform the essential functions of the job, either with or without reasonable accommodation(s).
Develops and maintains standard policies, procedures and methods for contracts including the request for information, request for proposal (RFP) or request for quote processes, vendor evaluation and selection, contract preparation, maintenance of contracts and organization and tracking of contract documents
Prepares documents for bids or RFP for services, materials, equipment and construction in partnership with internal customers (i.e. project managers, legal team)
Prepares and facilitates the analysis of bid packages with project managers and internal customers to ensure proper review of all aspects of the RFP process
Acts as a contract subject matter expert, liaison and point of contact for internal and external customers; including monitoring, tracking and coordinating documents and correspondence throughout the contracting process
Ensures all requirements are included in the contract and follows close out procedures on completion of contracts
Works with internal customers taking ownership of the contract process by hosting meetings, preparing bid schedules, submitting RFPs for solicitation, scheduling and co-hosting pre-bid walk-throughs, collecting and reviewing bid proposals, ensuring proper documentation is submitted to records for retention, processing final payment documentation and completing contract close out
Identifies contractual problems and takes appropriate action to ensure a satisfactory resolution
Reviews contract terms and conditions for conformity to contract requirements and participates in contract negotiations, renewals, and modifications
Leads cross-functional groups in designing and implementing new processes and workflows related to the contracting process
Develops and maintains contract templates, documents, and forms
Ensures vendors’ certificates of insurance and W-9s are received in a timely manner
Maintains accurate and auditable bid and RFP records
Develops and maintains reporting mechanism to comply with ongoing terms and conditions of contracts
Provides support with contract interpretation, contract preparation, training and communication to internal and external customers on the contracting process
Works in conjunction with the finance executive assistant to review expiring contracts and provides guidance for project manager notification
Works collaboratively with legal department on the review and development of legal documents including purchase order terms and conditions, contracts, etc.
Works collaboratively with other contract administrators to divide the workload and provide backup
Maintains regular and reliable attendance
Works safely and demonstrates safe work practices
Performs other duties as assigned
May support other finance activities (buyer, warehouse, accounts payable)
This position has no supervisory or lead role responsibilities.
Bachelor’s degree from an accredited college or university in business administration, construction management, engineering, law/paralegal or related field or equivalent combination of education and relevant experience
Three (3) or more years of progressive contract administration or other similar experience in the legal field
Applicants meeting the years of experience requirement in a legal or similar field of work and experience in supporting the contracts process may qualify
Current valid driver's license and ability to remain insurable under Platte River's vehicle liability policy
Bi-weekly salary range for this position: $3,054 - $4,200 (DOQ)
