Introduction: SMUD is currently looking to fill a Senior Market Strategy Analyst vacancy that will report to the Manager, Market Strategy under the Resource Strategy Department. In this position the successful candidate will support and coordinate the development of the enterprise strategy for Wholesale Energy Markets, Cap & Trade, and the Renewable Portfolio Standard. The successful candidate will perform analyses on markets and regulations and assess market, operational, political, and financial considerations of SMUD’s strategy options and recommend solutions to support development of optimum long-range market strategy plans to achieve clear and direct pathways aligning with SMUD’s Zero Carbon Plan. This particular position will have an emphasis on the Wholesale Energy Markets.
Purpose: To support and coordinate the development of enterprise strategy for Wholesale Energy Markets, Cap & Trade, and the Renewable Portfolio Standard. To plan and perform analyses on markets and regulations and assess market, operational, political, and financial considerations of SMUD’s market strategy options and recommend solutions to support development of optimum long-range market strategy plans, including supporting the development of new markets and products for clear and direct pathways aligning with SMUD’s long-term clean energy goals.
Nature and Scope: This is the senior/subject matter expert level within the series. Incumbents work independently on projects of moderate complexity; exercise independent judgment and discretion; may serve in a Lead role and assist in planning, coordinating, prioritizing, monitoring and evaluating the work results in assigned area and in selecting, training, motivating, evaluating and developing lower-level personnel.
Major Duties & Responsibilities:
Supports and coordinates the development of long-term market strategy planning in alignment with SMUD’s overarching enterprise strategies, and integrated resource plan.
Monitors and analyzes energy market related legislation, regulations, and/or industry stakeholder processes in coordination with other internal SMUD stakeholders to inform current and long-term strategy decisions; identifies industry market trends and relevant critical issues as they pertain to SMUD’s market strategy.
Supports SMUD’s efforts to affect the outcome of policy making related to wholesale and regulatory markets by participating in inter-departmental teams responding to market issues; collaborates with internal market strategy and policy stakeholders in supporting and developing SMUD’s market strategy and in formulating positions aligning with SMUD’s zero-carbon goals.
Supports development of wholesale power market products and market evolution to facilitate clean energy market participation options.
Supports stakeholder interaction with the CAISO and other industry representatives in developing new market opportunities for renewable integration and market products that create pathways for achieving SMUD’s clean energy goals.
Maintains knowledge of the CAISO market structure and Tariffs; maintains knowledge of the Cap & Trade and Renewable Portfolio Standard regulations and participates in relevant stakeholder efforts in support of SMUD’s long term regulatory strategies and goals.
Provides in-depth analysis and reporting of scenario outcomes based on new or existing regulation; conducts impact assessments to inform and steer regulatory advocacy and messaging.
May coordinate or perform related regulatory reporting or filings as appropriate.
Reviews and oversees contract work performed by consultants on certain special projects.
Prepares and delivers clear verbal and written reports, summaries, and technical documents to staff, peers, and management.
Performs related duties as required.
Minimum Qualifications :
Education: BS/BA degree from an accredited college or university majoring in economics, business administration, government, engineering, or related field, or equivalent experience. If no degree then nine (9) years of experience is required.
Experience: Five (5) or more years of progressively responsible relevant work experience in electricity related fields relating to wholesome energy markets, including ISO/RTO markets, regulations relating to energy markets, and utility related financial and economic analysis. Concepts and principles related to strategy development, change management, cost-benefit analysis and techniques and practices related to resolving complex technical issues are highly desirable.
Knowledge Of: SMUD business strategies, planning and decision making processes; SMUD organization, accounting and finance practices; SMUD generation, power contracts, transmission, and distribution resources; current utility structure and the wholesale power markets, including CAISO procedures and applicable federal, state and local regulation; electricity power production, transmission and distribution operations; physical and contractual characteristics of WECC regional transmission and generating systems; WECC supply, operating and transmission planning criteria; economic, financial and business analytical techniques; FERC, CEC, CARB, NERC, and WECC reporting for purposes of acquiring utility financial and operating data for competitive analysis purposes; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.
Skill To: Conceptualize and develop an organized analytic approach to provide the information necessary to support corporate policy and business strategies; lead interdepartmental teams; develop complex strategies and policies to affect strategic decisions; analyze the most complex issues and develop/implement resolution alternatives; analyze situations, documents and data for conformance to established policy and procedures; apply applicable laws, codes and regulations; interpret SMUD policies, procedures, and/or other special agreements; perform resource and financial evaluations; organize, write, edit and present analyses and information in both written and oral form; ability to use software such as Power Point to develop intermediate and/or advanced presentations and graphics; effectively manage complex projects and contracted consultant and assigned task force personnel; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally.
