This position is located in the Finance (F) organization of the Bonneville Power Administration (BPA).

The purpose of the Deputy Chief Financial Officer is, sharing with the Executive Vice President and Chief Financial Officer full authority and responsibility for providing direction and leadership in the planning, development, and administration of programs, systems, and work processes which are necessary to perform the critical mission and support activities required of the organization.

As the Deputy Chief Financial Officer , you will:

• Provide leadership in the formulation and implementation of BPA-wide policy and standards in the areas of accounting and financial operations, capital management, financial planning and analysis, budgeting, revenue requirements, and cash and debt management.
• Ensure that policies and procedures meet external requirements, such as the annual audit of financial reporting and compliance with OMB Circular A123-Appendix A, to optimize commercial success and support BPA's provision of broad public benefits.
• Serve as a member of the BPA Executive Leadership Team in setting BPA strategic direction, establishing necessary BPA policy and guidelines, and evaluating the adequacy of results achieved in light of changing circumstances.
• Create and maintain a cost conscious, market driven, and results oriented culture, which is characterized by innovation, client and user focus, continuous improvement, and competitive orientation
• Maintain continuing relationships with officials of other Federal agencies; officials of state and local governments; privately and publicly owned utilities; investment bankers; bond rating agencies; major manufacturers; professional groups; research and development organizations; Indian Tribes; and Congressional delegations and committees and others on all matters related to the CFO's role in supporting BPA's commercial and public obligations.
• Determine and allocate necessary organizational resources, including staff and funds, and is responsible within the organization for their effective and efficient utilization in support of BPA's goals and targets.

Activities Supervised and/or Managed:

The incumbent, together with the Executive Vice President and Chief Financial Officer, exercises management and executive knowledge and ability in managing and supervising the following activities:

• Provision of financial planning, accounting, and reporting for the Federal Columbia River Power System (FCRPS) and Bonneville Power Administration (BPA).
• Provision of economic and analytical support for rate case and regulatory proceedings, and coordinates and executes all Treasury and non-Federal financing programs.
• Maintenance of relationships with Federal and non-Federal banking communities, rating agencies, investors and others in the financial community.
• Development of BPA internal and external budgets, consistent with sound cost management principles.
• Provision of leadership in developing proposals and policies on strategic issues that affect BPA's long-term financial integrity and competitiveness, or that have an impact on customers, constituents, and other stakeholders.
• Establishment of financial policies and procedures for agency-wide guidance and internal control.

• Must be a U.S. Citizen or National.

• May be required to successfully complete a probationary period.
• This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period
• This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
• Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
• First time supervisors will be required to serve a 1 year probationary period.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service.

Specialized experience for this position is defined as: Serving as a senior manager of a municipal or investor owned utility (electric, gas, or water) that is an issuer of municipal or corporate debt with responsibilities that include: enterprise wide financial management, resource planning and administration, administering management policies, systems implementation, and work processes to achieve strategic financial and business objectives.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
