Job Classification: Exempt, Full-Time
Work Schedule: Monday through Friday, 7:00 a.m. to 4:00 p.m., On-Call Availability, also has an option for a 4 ten hour day schedule
Reporting Relationship: General Manger
Department: Electric
Positions Supervised: All Electric Department Staff
Primary Accountabilities:
The Electric Operations Manager plans, directs, or coordinates, usually through subordinate supervisory personnel, activities concerned with the performance and maintenance of the electrical system of the City of West Memphis.
Essential Functions:
If required to respond to an event, must be in service area within 30 minutes.
Designs the layout of underground and overhead primary and secondary placements as well as streetlight feeds and placement in new and older subdivisions.
Makes recommendations for reconstruction and additions to the distribution system to provide for load growth and efficient operation.
Oversees the provision of quality electric service to all customers of West Memphis Utilities.
Complies with engineering, safety and construction standards for safe and efficient operations.
Maintains records for training, safety, environmental and other records mandated by federal, state or local agencies.
Facilitates repairs of equipment as needed.
Assists in the troubleshooting during power outages and reports contractor cleanup.
Prepares job estimates of material, men and equipment.
Provides oversight for all electric employee personnel matters as to interviewing, making recommendations to hire and fire, training, appraising performance; rewarding and disciplining employees, addressing complaints and resolving problems while maintaining high morale in the department. Coordinates drug testing of electrical staff personnel.
Plans, directs and supervises electrical operations with Governmental, Private Agencies and Industrial Customers.
Detects problems in all electric substations and redistributing station loads when a station or station transformer needs to be taken off line.
Develops and maintains a departmental budget.
Takes actions to deal with the results of delays, bad weather, or emergencies at construction site.
Interprets and explains plans and contract terms to administrative staff, workers, and clients, representing the owner or developer.
Prepares and submits budget estimates, progress reports, or cost tracking reports.
Performs additional duties, as assigned.
Required Qualifications:
High School Graduate or General Education Degree (GED), required,
Bachelor’s Degree (four (4) year college or university) is a plus.
Ten (10) years of related work experience.
Minimum of three (3) years of supervisory experience.
Completion of an approved four (4) year apprentice lineman training program with the required on the job experience, book studies, and testing for advancement.
Basic knowledge of windows and Microsoft Office.
Valid Arkansas Driver’s License, required.
Ability to give presentations to the West Memphis Utility Commission and City Council.
Ability to accept responsibility and account for his/her actions.
Ability to communicate effectively with others using the spoken word.
Ability to communicate in writing clearly and concisely.
Ability to organize and direct a project to completion.
Ability to obtain and appropriate the proper usage of equipment, facilities, materials, as well as personnel.
Possessing the trait of being organized or following a systematic method of performing a task.
Physical Demands:
Ability to walk or stand for extended periods of time.
Ability to crawl, squat, and bend over.
Ability to lift up to fifty (50) pounds, to team lift over fifty (50) pounds
Specific vision requirements include close vision, distance vision, depth perceptions, and the ability to adjust focus.
Work Environment:
Work could be performed in an outdoors in all types of weather conditions, but will also require tasks to be performed in an office environment.
Interactions with customers and staff.
Although most work is performed within scheduled hours, some irregular hours on evenings, weekends, and holidays may be necessary.
Some overnight and weekend travel is required.
