Project Manager:
Salary: $104,822.00 to $177,107.00 annually
Midpoint: $140,964.50 salary
Senior Project Manager:
Salary: $121,165.00 to $209,233.00 annually
Midpoint: $112,760 salary
Grant PUD posts the full hourly range for each position. The midpoint is provided as a reference point and is not a guaranteed starting pay. Starting pay is based on job-related factors such as qualifications, experience, skills, internal alignment, and organizational needs. Most new hires are typically placed between the minimum and midpoint of the range.

Position Summary
Grant PUD is seeking to fill three Project Manager positions within the Enterprise Project Management Office, two positions in Power Production, and one position in Enterprise Technology. These positions may be filled at the Project Manager or Senior Project Manager level depending on the selected candidate’s qualifications, experience, and demonstrated capabilities.
Under general supervision, this position manages small to complex projects. This position coordinates with and provides support to technical and subject matter experts to facilitate the successful completion of projects from conception to delivery. This generally includes project scoping, estimating, scheduling, permitting, budgeting, communication, risk management, vendor management, all aspects of project implementation and balancing competing priorities within and among concurrent and diverse projects

Essential duties and responsibilities may include, but are not limited to, the following:
Project Manager:
- Ensure projects are implemented successfully and, in a manner, consistent with the established Grant PUD Project Management Program.
- Fulfill all required elements of the Grant PUD Project Management Framework.
- Identify and manage all internal and external resources necessary to plan, execute, and close out projects.
- Direct and coach assigned project coordinators and senior project coordinators as it pertains to managing a project.
- Develop project scope, schedule, budget, risks, and alternatives.
- Coordinate development of design criteria, technical specifications, special requirements, system requirements, quality control requirements, inspection plans, commissioning plan and or testing plans.
- Identify internal and external milestones and time constraints that impact schedule.
- Conduct or coordinate economic analyses as needed for evaluation of alternatives.
- Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
- Identify any necessary permitting requirements, manage permitting processes, and ensure full regulatory compliance.
- Identify internal and external stakeholders and implement communication and coordination plans.
- Manage relationships between project participants, including contractors and consultants, and stakeholders including support staff and customers.
- Define Project Expectations and Management Plan utilizing established tools.
- Define and implement Safety program for both internal and contracted work.
- Develop a comprehensive WBS including work packages to guide implementation of project tasks.
- Ensure all project related tasks are identified in the project schedule for each project phase and that all tasks are resource loaded.
- Evaluate and implement the most appropriate project methodology for a project (e.g. design build; Agile, Waterfall, Hybrid, etc.)
- Monitor projects utilizing standard tools and provide progress reports including standard metrics.
- Execute the Grant PUD project controls SOP.
- Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy.
- Use established processes to manage, approve, report, and coordinate changes in scope, schedule, budget, and risks.
- Maintain risk register for early identification of risks on projects and contracts.
- Establish processes for resolution of non-conformances with technical and quality requirements.
- Ensure version control for project documentation and that final documentation is created and maintained according to records retention standards.
- Ensure revisions to drawings and operational procedures are completed prior to placing an asset into service.
- Ensure training on new procedures and equipment is provided and that operations and maintenance procedures are properly documented prior to placing an asset into service.
Senior Project Manager:
- The primary responsibility of this position is to ensure that projects are implemented successfully and, in a manner, consistent with the established Grant PUD Project Management Program. This position may be required to directly perform any of the following duties and responsibilities or may coordinate their implementation with technical experts or other project support staff.
- Develop project scope, schedule, budget, risks, and alternatives.
- Coordinate development of design criteria, technical specifications, special requirements, system requirements, quality control requirements, inspection plans, commissioning plan and or testing plans.
- Identify internal and external milestones and time constraints that impact schedule.
- Conduct or coordinate economic analyses as needed for evaluation of alternatives.
- Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
- Identify any necessary permitting requirements, manage permitting processes, and ensure full regulatory compliance.

- Following all safety policies and procedures.
- Alerting supervisors and coworkers to unsafe or hazardous working conditions.
- Reporting any safety incidents or close calls within 24 hours to your supervisor; and
- Accepting feedback from supervisors and coworkers regarding your own safety performance.
Required Qualifications (Education, Experience, Licenses & Certifications):
Project Manager:
- Bachelor’s degree in project management, Engineering, Science, Construction Management, Business, Communications, Organizational Development, or related field OR 2 additional years of relevant experience in lieu of degree
- 3 years of experience in project coordination, project or change management, or similar field of work
- Possess the following certifications:
- Project Management Professional (PMP) at time of hire or within 18 months of hire -AND--
- Prosci Change Management certification at time of hire or within 12 months of hire.
Senior Project Manager:
- Bachelor’s degree in Construction Management, Engineering or related field; OR 2 additional years of relevant experience in lieu of degree.
- 5 years’ experience in project coordination, project or change management, or similar field of work.
- Possess the following certifications:
- Project Management Professional (PMP) at time of hire or within 18 months of hire --AND--
- Prosci Change Management certification at time of hire or within 12 months of hire.
Preferred Qualifications (Education, Experience, Licenses & Certifications):
- Agile PM certification.
Other Knowledge, Skills & Abilities
- Knowledge of project management principles and Grant PUD Project Management Program; government and permitting agencies; organizational and department policies and procedures; inventory control; federal and state rules and guidelines; budgeting and general financial analysis; scientific and math principles.
- Skill in working projects through to completion; ability to lead project teams; excellence in verbal and written communication; ability to provide clarity of technical information to diverse audiences; negotiating to achieve success; advanced skill in planning projects and organizing related documents, information and implementation of project management processes; understanding strategic relationships between projects and Grant PUD’s operations or customers; operating a personal computer and general office equipment; typing and entering data with speed and accuracy; advanced skill utilizing MS office products and other project management tools, and applications.
