Job Summary: The President and Chief Executive Officer (CEO) of the Dyersburg Electric System (DES) shall be responsible for the daily supervision and management of all operations and activities of DES and its various departments and personnel. Subject to DES’ policies and procedures and oversight by DES’ Board of Directors, the CEO shall also assume and fulfill the duties and responsibilities assigned to the office of Superintendent under the Municipal Electric Plant Law of 1935 codified in Tennessee Code Annotated §§7-52-101, et seq. as amended. In summary, the objective of the CEO shall be the daily management of DES’ physical plant, personnel, and resources to provide the safe and efficient distribution of Tennessee Valley Authority (TVA) generated electric power to DES’ customers in accordance with the law and the Power Contract between DES and TVA.
PRINCIPAL DUTIES AND RESPONSIBILITIES
TECHNICAL
Know and understand the technical requirements of DES’ electric plant and distribution system and plan and provide for their continuous maintenance, replacement, and improvement to achieve the highest degree of operational efficiency and safety.
Provide for continuous monitoring of DES’ electric plant, inventory of parts and equipment, vehicles, tools, supplies, clothing, and safety gear utilized by DES personnel and provide for the maintenance of same in a fit, operable, and safe state of repair and/or the replacement of same as needed.
FINANCIAL
Know and understand the financial structure of DES and the requirements of the TVA Power Contract regarding DES’ finances, billings, and accounting procedures, and provide for the continuous safeguarding and accounting of DES’ funds and finances by appropriately trained administrative personnel.
Subject to Board approval, prepare and implement fiscal budgets for all of DES’ operations and departments providing funding for existing operations and necessary long term capital improvements.
Know and understand the financial programs and initiatives of TVA likely to improve DES operations and customer service and, subject to Board approval, facilitate DES’ participation in the same.
PERSONNEL
Implement and maintain an organizational structure for DES’ various departments and personnel to provide for the safe, efficient, and cost-effective performance of all of DES’ operations by its personnel.
Know and understand the rules, laws, regulations, and industry best practices applicable to DES’ personnel and their employment duties and provide for the fair enforcement of same by trained administrative personnel.
Know and understand the employment duties of all DES personnel and provide for the continuous training of all personnel in industry best practices and procedures applicable to their employment duties.
Provide overall supervision of DES’ personnel including all matters related to hirings, terminations, and disciplinary actions pursuant to DES’ personnel policies and procedures and applicable law.
SAFETY
Know and understand applicable rules, laws, regulations, and industry best practices regarding the safety of DES’ personnel and the general public applicable to DES’ operations and provide for the continuous enforcement of same by trained administrative personnel.
Implement and enforce up-to-date internal policies and procedures governing all aspects of DES’ operations to ensure compliance with applicable rules, laws, regulations, and industry best practices.
PUBLIC REPRESENTATION OF DES
Serve as DES’ chief spokesperson and representative in all public communications regarding all aspects of DES and its operations.
Participate on behalf of DES with representatives of the City of Dyersburg, County of Dyer, the Dyersburg/Dyer County Chamber of Commerce, TVA, and their state and federal partners in the planning and facilitation of programs and initiatives to advance the economic and community development of DES’ service territory and surrounding region.
Serve as DES’ chief spokesperson in all communications and interactions with TVA and promote positive and cooperative business relations with TVA and its personnel.
Participate with other DES personnel in the program of relevant seminars, conferences, and communications provided by TVA, the Tennessee Valley Public Power Association (TVPPA), and the American Public Power Association (APPA) for the education and training of DES personnel.
Regularly communicate with DES’ Board of Directors, attend all of its meetings, and report on all matters reasonably requiring the Board’s consideration.
PERSONAL
Maintain the highest standard of personal comportment and avoid any action which would prejudice or impair the good reputation and standing of the CEO or DES.
QUALIFICATIONS
Bachelor’s Degree from an accredited college or university
Minimum five (5) years administrative experience in the public power industry and preferably with a distributor of TVA electric power
Exemplary personal reputation for honesty and integrity and professionalism and proficiency in employment responsibilities
